An international expert specialising in maritime transport affairs, he served as Head of Maritime Section at the Department of Transport from 2000-2004. He drafted the SA Ports Act of 2005. Appointed in 2005 as Alternate Permanent Representative of South Africa to IMO and served as its Vice Chairman from 2005 to 2015. Contributed extensively in the work of the IMO and chaired the Council Working Group on Strategic Plan and Risk Management. Also chaired the Marine Environment Protection Committee’s Capacity building and Technology Transfer Working Group. On return to SA has written the Comprehensive Maritime Transport Policy for South Africa.
He holds BA (Hons) International Relations and LLM: International Law (London Metropolitan University) and MA: Christian Theology (University of London). He is happily married and has 3 daughters. A music composer and a long distance runner.
